The two routes, and which one your letter takes

There are two different council tax appeals, sent to two different bodies. Sending the right letter to the wrong body is the most common reason appeals stall.

ABand challenge, to the Valuation Office Agency (VOA)

For properties in England and Wales, band challenges go to the VOA, not your council. If you have a legal right to challenge (for example within 6 months of a relevant change, such as becoming the taxpayer or a physical change to the property) you make a formal proposal. Outside that, you can still ask the VOA for a band review if the band looks wrong against similar properties. Your letter states the grounds, the comparable properties, and the outcome you are seeking.

BBill, discount, or exemption appeal, to your council

Disputes about liability, a refused discount, or a refused exemption start with a letter to your local council saying why you think the decision or bill is wrong. The council has 2 months to reply. If it refuses, or does not reply, the Valuation Tribunal is the next step: within 2 months of the decision, or within 4 months of your first letter if you never got a response. Your first letter is the formal record the tribunal will look at, which is why it needs the grounds and evidence set out properly.

Keep paying the amounts on your original bill while any appeal runs. If you win, the bill is corrected; if you stop paying, the council can pursue recovery even while your appeal is open.
